The ERC mission centers around three principal programs:

Existing Industry Retention And Expansion
We recognize that our existing product and service exporters are absolutely essential to our local economy. By deriving the majority of their revenue by selling products and/or services outside of Nevada County, these are the companies that are most responsible for support of the retail, service and other sectors of the local economy. They do this by way of converting the dollars derived by their sales to local payroll, and by their own purchases as businesses.
The ERC is fully committed to the support of existing employers, as we understand it is these companies that will produce the vast majority of the County’s new job growth

Targeting New Industry Attraction

The ERC works to further diversify the job base by marketing Nevada County as a desirable job center to five targeted industry groups:

• Video broadcasting
• Scientific glassblowing
• Medical manufacturing
• Information technology
• Renewable energy


Creation of New Business

The ERC fully supports the importance of business start-ups, and strives to encourage an atmosphere where new ideas are able to incubate and develop.

ERC Board of Directors

The primary role of the board of directors is to establish direction and develop policy for the organization. Its appropriate role is to see the big picture, to develop a long-term vision and a short-term strategy. Organizations function most smoothly when there is a definite team relationship established between board and staff.

The early boards of directors exhibited a great deal of wisdom when they determined the board's composition. Rather than to create seats which represent individual companies or investors, the ERC chose to designate board representatives from organizations concerned about economic development. The ERC has made every effort to structure its board to emphasize inclusion, rather than to represent only one point of view.

For this reason, the ERC board is composed of organizations which are quite diverse in their viewpoints and philosophies. They have committed, however, to come together around the issue of job creation, and work toward the fulfillment of the organization's goals.

This commitment to diversity of representation has created a large board of directors, but one which has a better chance of success due to its very diversity.

Services

The Nevada County Economic Resource Council serves as a central point of contact for employers requiring assistance in business endeavors.
While the ERC works on broad and overarching issues dealing with infrastructure, tax revenue generation, and the workforce, its principal focus is on how to help individual businesses prosper. Following are some of the services provided by the ERC:


General Business Assistance
The ERC has at its fingertips a plethora of resources to assist businesses in each stage of their life cycles. Whatever the need, the ERC can match up business challenges with experts in various fields of endeavor. From developing business and marketing plans, to finding financing sources, to selling products and/or services to the Government, and more, the ERC is here to help!

Education and Training
The ERC co-hosts several workshops throughout the year, and is always on the lookout for appropriate avenues whereby employers and employees can receive training. Standard on the docket each year are workshops in business plan development and marketing strategies. Other courses are added based on suggestions from the business community.

Information Hub
The ERC Web site is a world-class source for information relevant to the economic development of Nevada County. There are three areas that are of particular interest: (1) Job and resume postings; (2) Demographic data; and, (3) Calendar of events. The ERC staff is available to help businesses obtain other information that is used to drive business decisions.

Government Advocacy
The ERC can provide assistance in clarifying Government regulations, and to help remove barriers to success in the review and permitting processes. The goal is to help businesses through the maze of bureaucracy so that they can get up and running at the earliest possible time. A related goal is to ensure that businesses gain access to the full spectrum of services available.

To enhance the economic vitality of Nevada County by supporting the retention, creation and attraction of primary jobs, while retaining our unique environment.

Vision

To significantly contribute to a community that values and actively supports individual talent, economic enterprise and employment opportunity, regardless of age, personal wealth or ethnic background. ERC’s efforts will directly and indirectly provide value to local business, education, nonprofits, government, agriculture and the arts.

Goals, Objectives and Strategies

Goal 1: Increase the local employment base by implementing an active program that supports the retention and expansion of Nevada County’s existing product export employers.

Objective 1: Serve as a facilitator and catalyst for the support of local product export employers through extension of appropriate services, including, but not limited to:

  • Assistance in identifying appropriate financial resources
  • Assistance in accessing labor training resources
  • Government advocacy
  • Assistance in locating suitable expansion facilities
  • Industry recognition
  • Demographic and economic information

Objective 2: Provide direct assistance to local product export employers, with an outcome of an average of fifty new jobs per year.

  • Strategy 1: Conduct a minimum of 75 visits to local product export employers annually, to assess industry and company trends, collect information about successes and challenges, and explore opportunities to provide assistance.
  • Strategy 2: Work in collaboration with local government, business, education and nonprofit organizations to provide services to local product export employers.
  • Strategy 3: Serve as an advocate to local government partners on behalf of local product export employers to identify opportunities, and to address potential and real barriers to job creation.
  • Strategy 4: Collaborate with local government partners in the planning and financing of physical infrastructure.

Objective 3: Earn recognition of ERC within our base of product export employers as the point of contact for information, advocacy and services that will enhance their ability to compete and prosper.

  • Strategy 1: Market ERC’s services through its website, newsletter, the media and public speaking engagements, in order to build awareness of ERC as a community point of contact for the needs of product export employers.
  • Strategy 2: Provide value to clients with services that address their most critical needs, including training, financial and labor resources and competitiveness.
  • Strategy 3: Develop and refine relevant programs, such as the CEO Information Exchange, designed to enhance the access of local employers to business information and resources.

Objective 4: Assist local government in assessing and implementing policies and regulations that promote the opportunity for employers to compete effectively in their respective industries.

  • Strategy 1: Research other communities, and evaluate the impacts and effectiveness of various economic incentives. Pay particular attention to those communities that would be considered most directly in competition with Nevada County for business location.
  • Strategy 2: Working through ERC public sector representatives, recommend public policy changes that benefit local employers as appropriate.
  • Strategy 3: Working through ERC public sector representatives, recommend policies that promote a County-wide jobs/housing balance of at least 1.2

Goal 2: Increase the local employment base by attracting targeted new product export employers.

Objective 1: Provide direct service to relocating employers, with an outcome of 30 new jobs per year.

  • Strategy 1: Continue to develop web-based resources that provide useful information to relocating companies, including information regarding area demographics, economics, building and land inventories, area suppliers, targeted industry profiles, business services, education and community resources.
  • Strategy 2: Implement a computerized client-tracking program that allows for efficient client management and follow up.

Objective 2: Expand awareness of Nevada County as a desirable business location for targeted industries by effective positioning.

  • Strategy 1: Develop and implement an effective marketing program directed toward ERC’s five targeted industries: broadcast equipment, medical manufacturing, glassblowing, information technology and solar photovoltaics.
  • Strategy 2: Pursue opportunities to publicize local business stories throughout our region, statewide and nationally.
  • Strategy 3: Leverage resources by participating in regional economic development marketing efforts, e.g. Upstate California Economic Development Council, and through partnerships with ERC member organizations, e.g. chambers of commerce.

Goal 3: Increase the local job base by supporting entrepreneurial startup activity.


Objective 1: Implement support activities that assist local emerging product exporters in developing a firm foundation for future success.


    • Strategy 1: Identify new emerging companies by effectively marketing ERC’s services throughout the community, using local media and speaking opportunities.
    • Strategy 2: Develop partnerships and cultivate a network of appropriate referral resources for emerging companies, including those that provide assistance with basic business planning, marketing, finance; intellectual property protection; management team assemblage; access to debt and equity financing and other key needs.
    • Strategy 3: Develop networking opportunities that bring emerging companies in contact with a variety of service providers that will facilitate their development into viable companies.


Objective 2: Identify and utilize available resources that promote “economic gardening” as a means to facilitate local job creation.

  • Strategy 1: As resources allow, procure industry databases that allow for the construction of industry studies to assist local employers assess market conditions, product opportunities, competitive factors, etc.

Goal 4: Support efforts to provide local employers with appropriately skilled workforce


Objective 1: Identify local employer skill set needs through on-site employer visits, and communicate these needs to representatives of local education institutions.


Objective 2: Enhance employer access to labor and labor training resources by partnering with local, state and national organizations

  • Strategy 1: Establish and strengthen relationships with the California Employment Training Panel, Golden Sierra Job Training Center, Workforce Investment Board, Sierra College Customized Training Program and others in order to secure maximum benefits for Nevada County employers
  • Strategy 2: Continue relationship with Cal Poly University and others to market Nevada County employers to skilled graduates and interns

Objective 3: As appropriate, encourage those enhancements in local educational system intended to increase skill levels and employment “soft skills”

Objective 4:Support efforts to expand the range of housing opportunities available to local wage earners

Goal 5: Work in partnership with ERC member organizations and others to enhance quality of life in Nevada County

Objective 1: Support the efforts of local chambers of commerce to promote tourism, particularly as they might relate to the attraction of new businesses and talent to the area

Objective 2: Work in partnership with local agriculture organizations to promote agricultural products and agricultural enterprise as a quality of life enhancement

  • Strategy 1: Build a partnership with the Nevada County Farm Bureau that seeks to promote local agricultural activity as a vital economic sector
  • Strategy 2: Build a partnership with the Nevada County Winery Association to assist with marketing the local wine industry as an agri-tourism opportunity, and as a vital economic sector

Objective 3: Enhance partnerships with local arts and cultural organizations to build appreciation for the arts and to enhance marketing efforts of Nevada County as a quality location for business

  • Strategy 1: Capitalize on opportunities to structure partnerships between business and the arts for the benefit of both groups

Goal 6: Operate an effective program of local economic development utilizing the talents of appropriately trained staff, committed volunteers and a knowledgeable, motivated Board of Directors


Objective 1: Support the operations of ERC with adequate funding, staffing, facilities and equipment.

  • Strategy 1: Design and implement an effective internal marketing program that publicizes ERC activities, successes, challenges and needs
  • Strategy 2: Identify potential grant opportunities that enhance the ability of ERC to fulfill its mission
  • Strategy 3: Investigate ways of generating new revenues for ERC operations, e.g. fee for service, ad-supported marketing materials, etc.
  • Strategy 4: Effectively communicate financial needs to ERC funders, and encourage realistic levels of support
  • Strategy 5: Fully develop and utilize the potential of the ERC Foundation to increase available funding for appropriate local economic activities
  • Strategy 6: Attract and retain highly qualified staff by establishing competitive rates of pay and package of benefits
  • Strategy 7: Attract new Investor/Partners to ERC, adding a minimum of $10,000 net new investment each year

Objective 2: To the fullest extent possible, use available technology to maximize efficiency and increase staff productivity

  • Strategy 1: Procure software and other tools that minimize staff time and enhance customer service, e.g. client management software.
  • Strategy 2: Provide staff access to training opportunities to expand and update skills necessary to remain effective and competitive.

Objective 3: Cultivate a Board of Directors that is informed, engaged and motivated to promote the mission of the ERC

  • Strategy 1: Staff will conduct a detailed orientation to ERC, including Board roles and responsibilities, with each new Board member prior to their first Board meeting
  • Strategy 2:Staff will provide Board members with current information on issues affecting local economic development
  • Strategy 3: Staff will look for opportunities to promote Board members and their contributions to the community, thereby expanding visibility of their role as organizational ambassadors
  • Strategy 4: When appropriate, recruit potential Board members who bring specific needed talents to the Board

Objective 4: Recruit and engage volunteers that will extend organizational resources, provide valuable expertise and expand ERC’s support within the community.

  • Strategy 1: Recognize and publicize the contributions of volunteers
  • Strategy 2: Identify the needs and interests of individual volunteers, and match them with appropriate opportunities within ERC.
  • Strategy 3: When possible, engage the involvement of academic interns for the support of specific ERC projects.
